# Artificial intelligence in Africa and mobile money

## Summary

Mobile money moved more than US$2 trillion in 2025 according to the GSMA, and Sub-Saharan Africa is its centre. Namibia launched an instant payment solution in June 2026 and has a central bank fintech channel. Artificial intelligence in Africa is moving from strategy to institutions, but Namibian policy documents and their status are still changing.

## How big is mobile money in Africa?

ITWeb, summarising the GSMA State of the Industry Report 2026, reported that more than US$2 trillion flowed through mobile money wallets in 2025, double the first trillion reached about four years earlier. There were 2.3 billion registered accounts, up 13%, and 593 million active over 30 days. Sub-Saharan Africa had 174 live services and 1.2 billion registered accounts, with 40% of adults owning an account, the highest rate worldwide. We read these figures through ITWeb, not the GSMA PDF itself.

## What changed in Namibia?

The Bank of Namibia's instant payment solution became operational in June 2026 after a pilot, The Brief reported on 29 July 2026. The first participants were Bank Windhoek, Nampost and Letshego Bank Namibia, ahead of a phased national rollout. The article did not specify the use case or limits. For builders the point is the rail: once banks and other providers connect, products can move money in seconds instead of days.

The Bank of Namibia Innovation Hub is the channel for fintech firms. Its page lists a FinTech Application Form, a Fintech Youth Programme form and a 2026 regulatory framework, and gives a contact address for enquiries.

## Where does Namibia stand on artificial intelligence?

Status has moved quickly, and the sources do not fully agree on the sequence. In August 2025 the government released an AI readiness assessment which, per The Brief, said Namibia had no dedicated national AI strategy and recorded digital divides in gender, income, geography and disability, low public awareness and limited broadband in rural areas. It recommended a strategy, an advisory council and stronger data governance. By September 2026 The Namibian reported the launch of a National Artificial Intelligence Institute with software development, datasets, AI innovation and research centres, and described a national AI strategy developed with 215 local experts and stakeholders with support from UNESCO, UNDP and the Konrad-Adenauer-Stiftung. We could not open an official strategy document, so treat the strategy's scope as reported, not verified.

At continental level the African Union Executive Council endorsed a Continental AI Strategy in July 2024, with a call to harmonise national strategies, build talent, datasets and computing capacity, and develop legal frameworks against bias and misuse.

## What does this mean for builders?

- Payments and wallets: build on the new instant rail and interoperability, not against it.
- Data: local datasets are a stated priority, and good data is scarce. A business that collects and structures it responsibly has an asset.
- Applications: the institute names water, energy, food security, health, education and public services as focus areas. These are practical problems with paying institutional buyers.
- Compliance: draft regulation on data and AI is still developing, so build privacy and consent into products now.

## What should you be careful about?

Mobile money volumes do not equal profitable businesses. The GSMA numbers show wide adoption, but 2.3 billion registered accounts against 593 million active in 30 days is a reminder that registration is not use. Policy launches do not equal customers. AI tools are cheap to trial and expensive to make reliable, so test a narrow use case with a real buyer first.

Our funding guides cover where to find early capital, and the Africa outlook covers the demand side.

## How we compiled this

Last verified: 30 October 2026. This is original analysis written from the public sources listed below. Figures are quoted as the source reported them and dated where they are older. Where sources disagreed or an official page gave no detail, we say so rather than fill the gap. Spotted an error? Tell us through the contact page and we will correct it.
